Policy
The word “discrimination” shall be understood to mean “discrimination on the basis of race, color, national origin, religious creed, ancestry, sex, age or handicap” as used in the Pennsylvania Human Relations Act of 1955, as amended.
Services are provided, referrals are made, and employment actions are made without regard to race, sex, color, national origin, ancestry, religious creed, handicap, or age.

Personnel
An open and equitable personnel system will be established and
maintained. Personnel and service policies, procedures and practices are designed to
prohibit discrimination on the basis of race, color, religious creed, disability, handicap,
ancestry, sexual orientation, gender identity or expression, pregnancy, national origin, age or sex.
Employment opportunities shall be provided to applicants with disabilities and reasonable
accommodation(s) shall be made to meet the physical or mental limitations of qualified
applicants or employees without regard to race, sex, color, national origin, ancestry, religious creed, handicap, or age.
Consumers
The agency does not exclude, deny benefits to, or otherwise discriminate against any person in admission to, participation in, or receipt of the services and benefits under any of its programs and activities. Any consumer of service or employee, who believes they been discriminated against,
